Things Needed to tether simple server via wifi hotspot

Switch on your VPN application on the phone.

Switch on your Phone Hotspot.

Connect your system to the hotspot.

Switch on the Simple Server for windows and allow it to load

 Load your browser ‘Chrome, Opera ’

Go to Settings -> More Settings -> Networks -> Change Proxy Settings

Select LAN Setting, tick use a proxy server and input the following

Address: 127.0.0.1

Port: 8080

Tick ‘bypass proxy server for local addresses

That is all you need to do.
